1. In view of the current security environment prevalent in
the arabian sea all indian flagged vessels are to strictly
comply with notice no.8 of indian notices to mariners special
edition 1999 (inspires)
2. Relevant portions of notice no. 8 are
reproduced below:
3. With effect from 01 nov 1986 the indian
naval position and information reporting system (inspires)
was brought into operation for all indian merchant vessels
including coast vessels and fishing vessels of more than
300 grt.
4. Area of applicablity (inspires area).
All the sea area north latitude 30 deg s in the indian ocean
including arabian sea and bay of bengal, on the west along
the african coast between latitudes 10 deg 30 min s and
12 deg n and in the east upto longitude 95 deg e.
5. Operating authority. The direrctor
general shipping shall coordinate the functioning of the
system with maritime operation room, mumbai
6. Type of reports
(a) sailing plan (sp). Immediately prior to departure or
immediately after departure from the port within the inspires
area or when entering the inspires area.
(b) position part (pr). Every day at time specified below,
vessel shall transmit a position report :
(i) west of longitudes 80 deg n
(aa) latitudes 0-10 deg n 0400-0455 utc
10-20 deg n 0500-0655 utc
North of20 deg n 0700-0755 utc
0-30 deg s 0400-0455 utc
(ii) east of longitudes 80 deg e
(aa) latitudes 0-10 deg n 0300-0355 utc
10-20 deg n 0500-0555 utc
North of 20 deg n 0600-0655 utc
0-30 deg s 0400-0455 utc
(c) deviation report (dr). When ships
position varies significantly from the position that would
have been predicted from previous reports when changing
the reported route or as decided by the master.
(d) final report. On arrival at the destination or when
leaving the inspires area.
7. These messages are required to be sent
by every indian ship within area described above atleast
once in every 24 hours
8. In addition, ships are to report their
position atleast 48 hours prior to entering the inspires
area indicating time and place of entry
9. These inspires messages will be accepted
free of charge by indian naval communication centres (comcen)
located in mumbai (vtf), visakhapatnam (vto). If any difficulty
is encountered in contacting the above radio stations, they
may be sent either through bombay radio (vwb) or madras
radio (vwm). Ship masters are requested to forward such
position reports, if required as a last resort, through
their head offices in india to the naval authorities by
any other means of radio communication such as satcom-c,
radio telex/nbdp and hf dsc or by any other such means.
Ship masters found to be not complying with these instructions
will be appropriately dealt with as prescribed in rule
10 of m.s.(safety of navigation) rules,
1997.
